I would restate that to be that collapse is rapid, but decline is a gradual process leading to destabilization and an inability to withstand a shock to the system… call it a Black Swan event.

Decline follows peak stability; when a Black Swan event occurs, a system that has been in decline for too long will not be able to counter-balance.

Naw. The difference has nothing to do with the rate at which it happens. Collapses can be gradual. Declines can be fast.

The actual difference is that a decline can be reversed, but a collapse has to be rebuilt. Ain’t nobody reversing Detroit. And now Los Angeles apparently has the plague. The actual bubonic “bring out your dead” fu​cking plague. That’s not something you “decline” into.
