The only way they could do this would be to assign wives to all men. Given that there are just as many women also going their own way (not getting married, not wanting kids) this just isn’t going to happen.

Women would be in uproar, some of the assigned husbands won’t be of any use, or worse might be abusive. It wouldn’t work for women.

I don’t see this happening to be honest.
