This is a completely ignorant statement. Rape in ancient cultures, especially white cultures, was extremely looked down upon, especially within the ethnic group that a person was associated with. In ancient Rome rape was a capital offense that was punishable by death, and discouraged amongst its legionaries. Rome even implemented laws against the sexual assault of slaves.

Even as early as the middle ages, european institutions discouraged rape of even war enemies. The catholic institution of Peace and Truce in God and John of Salisburies Politicraticus.

And it is an acknowledged fact by the police in multiple European countries that carved out areas have been created so violent, that they actively encourage their own tax paying citizens not to go there.

Note that their violence is not restricted to just whites, but blacks, asians, and ANYONE who is not part of their ethnic group.

So no, whether the populace or targets are armed does not promote order. What promotes order is having a homogeneous population with a homogeneous culture, and homogeneous values. Once again, Japan does not allow their citizens to own firearms and yet they have one of the lowest crime rates in the world. They are also one of the most homogeneous ethnic countries in the world.
