Some of our roads are built over swamps that were never drained with a good road dug out the proper way.
This place was a plunder f~~~ fill your pockets for everyone but the common citizen that purchased land in here, these portions of roadway bubble at certain times of the year.

Point being the swamp needs to be not only drained, but dug out and a solid base be brought in then filled back in at least 4 ft over the high water mark, that way the country will stop spinning its wheels in all the mire and muck.
