Probably is not definitely, and I don’t think it was all that probable.

Once a province elects an overwhelmingly separatist government for itself, the national government has already completely screwed the pooch. By heavy handedly declaring the referendum illegitimate he thinks he encouraged the remainers to stay home on ballot day, giving the separatist movement an artificial boost in the polls, thereby letting him think he can claim the results were false. However I believe the turnout was still 42%, which is actually pretty high participation as such things go (most people in democracies never bother voting), and a vote is a vote, and those who don’t vote can’t complain at the result. So the results probably stand.

So now he’s going to have to deal with a hostile province that doesn’t want to remain any more and does not recognize his legitimacy over it. If he tries to strongarm Catalonia back into the fold he’s only going to make things worse in a way that won’t be reparable for a very long time. Catalonia will become Spain’s own personal Ireland.
