There is a difference between druggies just killing off each other at a pace fast enough to provide cases closed by exception and vigilantism.

I was hoping for vigilantism, not just for the gratuitous violence but because when the population turns to vigilantism it is an indictment of the the government—it is a vote of no confidence carried out in the street. It demonstrates a complete lake of faith in the credibility of those who claim to rule us. So in that regard vigilantism is a very good thing.

What I am worried about is certain subcultures in the US are so far gone that “Gang Activity” is used to end investigations in most murders. This puts the neighborhoods of these cultures into a perfect hunting ground for serial killers. They just have to make it look like a gang hit and can easily get away with it.
