What they are doing is what, in UK prison slang, is reffered to as being put on The Ghost Train.

He spends 2 or 3 weeks in one maximum security prison and then is moved to another, then another, then another-often in the middle of the night.

It’s a way of breaking his will and spirit and it make sit all but impossible for his family to visit him.

His family should pay personal “visits” to the family of the officials doing this “ghost train”. And by visit, I mean tying the official to a chair, and making him beg for the lives of his family, and then offing them one at a time. The only thing such “people” will understand, is brutality on that level.
