The comment was that the tower was “well built”, but the apartment the man died in, didn’t have fire sprinkler systems. As per the Fox News article, the article stated that officials in the Guiliani Administration in NYC said it would of been too expensive to retrofit the apartment on the upper levels with a sprinkler system.
