Yes, but I would word it differently. (((Those))) who have the biggest influence on Government also push emergencies/outrage culture to then insert their predetermined agenda more easily amidst a divided/chaotic populous.

Or more simply put, playing and directing both sides to then steer dissent in the direction they would like it to go.
