Yes but between adults and minors it can be coerced/manipulated sex. The adult can target and emotionally and psychologically manipulate a minor into it. And that chance of it happening this way increases as the age of the minor decreases.

And that is why statuatory rape is rape and they are rapists, by definition. Also a major factor as to why willingness or consent by the minor never enters the equation.

Used to be only women can be raped. The law said “men doing it to women”. By definition men were impossible to rape. Then, within the last ten years the Dept of Justice employed feminist Koss to reinvent the definition.
