The dealer is Mindy Sterling. You’ll most likely remember her as Frau Farbissina in the Austin Powers movies.

She’s a long term character actor who usually plays older uglier woman despite not being that old or ugly. In a way, she’s like Walter Brennan who had a 50 year career playing old coots from his 20s up through actually being an old coot.

AFAIK, she’s stuck in Nickelodeon or Disney currently playing various “weird” adults in the interchangeable kiddies’ TV shows those studios pump out like sausages. I guess it’s better than the soaps.
