The fire brigade was condemned as grossly incompetent. Now, where does the buck stop? (or rather, where should it stop, but won’t in this case?).

No – the occupant of the flat where the fire started was not the cause of the fire. The appliance was faulty.

Try holding a female public official up for censure, I dare you. Public servants are untouchable and a female public servant is assumed to be incompetent and just the result of affirmative action hires.

Whoever didn’t put a male in charge of her should go to jail. Only men understand responsibility. I learned this when I worked as a public health doctor in a public hospital in Los Angeles. The females pushed to become chairmen using intra office political moves. Once they became chairmen these women hide and don’t want to take responsibility for anything. They want the pay and use their over active emotional side to avoid getting involved in real problems in the operation. They would wait for a man to get upset and let the man file paperwork and get dinged for speaking up at work.
