    There you have it guys who cares about the law and how you should apply it with common sense when you have a quota system in place forcing officers to fill up the courts and jails to feed the legal and prison industry. The cops have to invent crimes now even though the goal should be no arrests should be made if there are no crimes being committed.

    The misdemeanor quota thing has been around for a long time, any crime where a fine is a punishment will likely be subject to a quota, take traffic and parking violations for example, they are expected to meet quotas and often the only way they can do that is be so pedantic that they feel the need to crack down on people driving just 1 kph over the speeding limit because not enough people are breaking the law in any real sense of the word.

    The quota system is what they need to remove. If it continues outlawing manspreading will be replaced with some other absurd law to generate revenue.
